After billions in funding, Europe’s clean hydrogen ambitions now need to translate into tangible results through regulatory implementation, prioritised use cases, streamlined permitting, and increased electricity market flexibility. That is the message from the EU Agency for the Cooperation of Energy Regulators (ACER) in its 2025 monitoring report, where it said, despite a doubling of electrolyser installations to 308MW in 2024, deployments remained “way behind” 2030 targets. Located in Nebraska, the Live Oak project will use around 250MW of electrolysis and captured biogenic CO2 to produce up to 75,000 tonnes of synthetic gas for export to Japan. Under a Joint Development and Operating agreement, Osaka Gas, Toho Gas, and Itochu will take a combined 33.3% stake in the project, with TES and TotalEnergies each retaining 33.35%. The project is expected to reach a final investment decision (FID) in 2027, with commercial operations targeted for 2030. The company stated that debt terms are advanced but remain conditional on the closing of the $630m project’s equity package, with a “motivated consortium” still being finalised. Atome said lenders are providing “very competitive terms,” with definitive loan agreements now in the final stages of negotiation. The green hydrogen firm said technical teams completed the first hydrogen production tests of its Sorel-Tracy project at the end of November, showing the system was “properly functioning.” Said to be Quebec’s first decentralised green hydrogen production facility, it marks the start of Charbone’s entry into becoming a clean gas producer and distributor, with plans to expand into other industrial gases. The Sorel-Tracy project, near Montreal, currently hosts 2.25MW of electrolysis, with plans for a phased expansion up to 25.65MW. After months of delay, the industrial gas major scrapped the plans due to “material changes” at the Teesworks site. In October, BP announced it was seeking a Development Consent Order (DCO) from the government, but it has now been withdrawn. Part of the Hamburg Green Hydrogen Hub (HGHH), the plant is being developed by Luxcara and Hamburger Energiewerke, with Kraftanlagen Energies & Services serving as EPC contractor. Using a PEM electrolyser provided by Siemens Energy, the system is expected to produce around 10,000 tonnes of green hydrogen per year once operational in 2027. H2-View News: Hydrogen tank explosion in Paraguay hospitalises three workers
The explosion has reportedly left three workers hospitalised. The plant employees were taken to the Social Security Institute, and one of them is in serious condition. Two suffered serious burns, while one was injured by a falling roof. The cause of the explosion is unknown, but one of the plant’s workers, Joaquín García, told local news that surveys are being carried out. It marks some new impetus in the ambitious Megaton Moon renewable energy project which was officially launched in February to support decarbonisation across key industries such as fertilisers, refineries, petrochemicals, transport and power generation. It is targeting 60GW/190TWh of hybrid solar and wind generation with 35GW electrolysis, producing 4 million tonnes of green hydrogen yearly or further processed 18 million tonnes of green ammonia. H2-View News: HVR Energy launches Activa modular hydrogen station in Spain
The Activa platform was presented at an event in Madrid, Spain, in front of representatives from several major vehicle OEMs, including BMW Group and Toyota Motor Corporation, mobility innovators, and infrastructure stakeholders. The Spanish company stated their participation “made visible the enormous potential of hydrogen in light, heavy, and industrial vehicles,” in addition to industrial and maritime applications. Located in Emden, Germany, the project is being delivered by a consortium of companies, including Ludwig Freytag, Gebrüder Neumann, and MBN. Drees & Sommer was commissioned last year to oversee project steering, approvals, and engineering management. The plant will form part of EWE’s Clean Hydrogen Coastline (CHC) initiative, which also includes a 50MW electrolyser in Bremen, hydrogen storage in a repurposed salt cavern in Huntorf, and upgrades to regional pipeline infrastructure.
