Why are EU member states struggling to transpose RED III hydrogen mandates?

Europe’s binding green hydrogen targets were meant to kickstart demand – but member states are struggling to keep pace.

Under the Renewable Energy Directive III (RED III), by 2030, 42% of all hydrogen used in industry, and 1% of transport fuels must be green hydrogen. However, the implementation of the mandates has faced major challenges.

Just five of the 27 EU member states have transposed the rules into national laws, despite the official deadline having passed in May.
