
According to ABF, the project, which is due to reach final investment decision (FID) in late 2026, could incorporate as much as 4.45GW of renewable energy systems, powering 2.4GW of electrolysers secured from Plug Power in late 2025.
It would produce a combined 417,000 tonnes of sustainable aviation fuel (SAF) and eSAF – as well as 5,000 tonnes of green diesel – using feedstock of biogenic captured carbon dioxide, and almost 6,000 tonnes per day of biomass.
The PIA, secured alongside the Khorezm region’s government, is underpinned by a Presidential Decree from the Republic of Uzbekistan and, in recognition of the plant’s national significance, grants supportive measures including tax exemptions.
Alfred Benedict, General Director of ABF, said it represents a pivotal moment for both the firm and the wider clean energy industry.
“This project sends an unambiguous message to the global investment community. Uzbekistan is not merely open for business, it is ready to lead,” he added.
If built, the facility would become one of the largest worldwide, as well as the first major e-fuel facility in Central Asia.
While abundant low-cost renewable energy resources and vast land availability bolster the on-paper feasibility for projects in the region, its outlook could be constrained by major structural challenges.
Its landlocked geography, limited infrastructure, weak policy support, and distance from key demand centres in Europe and wider Asia represent potential bottlenecks.
Uzbekistan’s green hydrogen landscape remains extremely nascent. In 2025, Chinese engineering and construction major PowerChina began trial operations of a 20MW plant – understood to be the largest in the region.
