Located in Umeå, Sweden, the FlagshipThree project is expected to capture 150,000 tonnes of biogenic CO2 through carbon capture and utilisation (CCU) technology.
The permit was granted by the Swedish Land and Environmental Court in Umeå, with construction set to start next year.
Liquid Wind and its partner Umeå Energi plan to launch plant operations in 2028.
“Our e-fuel project in Umeå is now ready for commercialisation,” stated Claes Fredriksson, Liquid Wind CEO and founder. “With all agreements finalised and the permit secured, we are entering a new phase – one that offers investors a clear path to climate impact and long-term value.”
FlagshipThree will be co-located with Umeå Energi’s cogeneration plant Dávaverket, situated in the Umeå Eco Industrial Park.
The park is designed as a “regional innovation hub focused on circular economy, electrification, and climate-neutral industrial development.”
Fredriksson added that the hydrogen-based e-fuel plant could be a “replicable model” for clean fuel production in Sweden.
The project developer is working on multiple e-fuel projects across Sweden and the Nordics, including its 100,000 tonne per year NorthStarH2 initiative with Uniper, and its FlagshipONE project.
Liquid Wind recently secured €3.6m ($3.8m) in funding from the Swedish government to advance pre-engineering for an additional hydrogen-based e-methanol plant in Örnsköldsvik.
