Asian majors back Intercontinental Energy’s Western Green Energy Hub

Chinese heavy machinery manufacturer Sany International Development and multiple unnamed South Korean companies signed feasibility phase agreements (FPA) outlining their collaboration to progress the project.

The companies will work on the next round of feasibility and pre-front-end engineering studies for the proposed 330,000 tonne per year green hydrogen facility at the Western Green Energy Hub (WGEH).

Under ICE’s plans, the project will produce green hydrogen-derived ammonia for shipping consumption and export to overseas markets in Asia.

The parties will look to refine costs, schedule, design, and supporting infrastructure ahead of FID.

WGEH, owned by ICE (51%), CWP Global (39%), and Mirning Green Energy (10%), envisages utilising around 6GW of wind and solar for green hydrogen production.

Ray Macdonald, CEO at the WGEH, said the agreement gave the project access to renewable energy, hydrogen, and battery equipment, as well as EPC capabilities.

“This collaboration provides the details we need on costs, schedule, and design to build a strong business case ahead of FID in 2029,” he said.

The new partnerships boost ICE’s plans in Western Australia, building on a memorandum of understanding for feasibility studies signed with Korea Electric Power Corporation in 2024.

The project also had planning permissions approved by the Western Australian Environmental Protection Agency in late 2024.

It is perhaps due to the sheer scale of the site that the project has been such a slow burner. In June 2025, CEO of ICE, Alex Tancock, told H2 View that at approximately the size of Wales, the WGEH takes over an hour to fly across in a helicopter.

ICE also recently secured AUD $21m (€18m) from the Australian government to support the development of its 1.6 million-tonne-per-year green hydrogen, ammonia, and iron project in the Pilbara region.
