On Thursday (23 October), the Delegated Act (DA) on low-carbon hydrogen passed the Parliament Plenary, accompanied by assurances from energy Commissioner Dan Jørgensen. These included confirmation of grandfathering provisions, meaning projects coming online early will not face stricter rules in the near term, a commitment to technological neutrality, and a new methodology to allow nuclear and renewable power purchase agreements to be used for hydrogen production. H2-View News: Japan backs Uyeno Transtech’s hydrogen-ready oil tanker

Under Japan’s Zero-Emission Accelerating Ship Finance programme, Uyeno will be supported by the Development Bank of Japan (DBJ) and ship classification society ClassNK. Built by Fukuoka Shipbuilding, the Kikou Maru will be the first coastal vessel financed through the programme. Currently, it runs on electric propulsion but has been designed so that hydrogen fuel systems can be added. H2-View News: SEDC Energy ships hydrogen by sea using Hydrexia’s solid-state storage

The delivery marked the first time the Malaysian state-owned energy firm transported hydrogen by sea using metal hydride storage technology, rather than in a gas or liquid form. Hydrexia provided its MHX container, which stores hydrogen in magnesium-based metal hydrides. “[This] mitigates risks associated with hydrogen logistics, and reduces operational costs,” according to the firm’s statement. H2-View News: Resonac to replace petroleum coke unit with hydrogen-ready turbine at Kawasaki plant

The Kawasaki Plant currently uses two 73.5MW petroleum coke and city gas power generation units for the production of chemicals like ammonia, hypochlorite, and chloroprene rubber. However, one of the units is set to be replaced with a 30–40MW natural gas and hydrogen co-firing turbine to cut the site’s emissions by up to 254,000 tonnes of carbon dioxide. Ballard Power Systems says its strategy remains unchanged following the US Department of Energy’s (DOE) decision to axe 223 clean energy projects worth a combined $7.5bn across its grant programmes. H2-View News: Plug Power to engineer hydrogen-based SAF plant in Las Vegas

Under an agreement with Edgewood Renewables, Plug will use its hydrogen plant design experience to help build and integrate hydrogen into the SAF production process. Specifically, the US green hydrogen firm will lead the engineering design, key product supply, fabrication, and project oversight. H2-View News: Asahi Kasei to build alkaline electrolyser component plants at Kawasaki Works

Specifically, these new sites will expand Asahi’s capacity to build electrolysis cell frames and membranes. The facilities are expected to supply both alkaline electrolysis systems for clean hydrogen production and ion-exchange membrane chlor-alkali electrolysis systems that are used to manufacture chlorine and caustic soda. H2-View News: RGU awarded £800,000 for SOEC hydrogen production project

The UK government-backed Engineering and Physical Sciences Research Council (EPSRC) awarded RGU the funding. Scottish university researchers will use solid oxide steam electrolysers (SOSE) to produce clean hydrogen.
