H2 View understands that the Haru Oni e-fuels facility in Chile’s Magallanes region is the world’s first operating e-fuels plant. It combines a Silyzer 200 electrolyser, a Siemens Gamesa 3.4MW wind turbine powering the electrolysis process, and Methanol-to-Gasoline technology. The RFNBO certificate was issued by the German body ISCC (International Sustainability and Carbon Certification) and validated by the European Commission. It represents the first facility outside the EU to receive certification for RFNBO hydrogen, and the first worldwide to achieve it for the production of e-gasoline. Developers bidding for European Hydrogen Bank (EHB) support will face tougher requirements in the upcoming third auction, as the Commission moves to curb project dropouts. After projects selected for subsidies in the first two EHB auctions dropped out, Alexandre Paquot, Director of Innovation for Clean Growth and Low Carbon Economy – DG CLIMA, European Commission, said policymakers were learning. Electric Hydrogen’s first 100MW electrolyser plant is set to begin producing hydrogen at Infinium’s large-scale e-fuels plant in Texas in December 2025. In a showcase session at European Hydrogen Week, Electric Hydrogen’s Senior Vice-President, Global Commercial, Jason Mortimer, said the plant was nearing mechanical completion ahead of passivation next month. Allowing flexible grid rules could reduce green hydrogen production costs by 30% to €4/kg ($4.70) in Spain, according to Moeve’s Hydrogen Director. Bosch, fresh from announcing 13,000 job cuts, is positioning hydrogen mobility as both a climate tool and a potential industrial lifeline for Europe. Europe’s binding green hydrogen targets were meant to kickstart demand – but member states are struggling to keep pace. Under the Renewable Energy Directive III (RED III), by 2030, 42% of all hydrogen used in industry, and 1% of transport fuels must be green hydrogen.
