Alstom told H2 View the suspension applies only to an Important Projects of Common European Interest (IPCEI)-related development and that wider hydrogen activities are continuing. The company said it has delivered the IPCEI-backed prototype railway fuel cell and remains in “regular and responsible dialogue” with the French Government over next steps. However, France’s decision to halt its contribution effectively blocks Alstom’s access to its share of EU support, as IPCEIs require matching national funding. Abdullah Hashim Industrial Gases & Equipment Co. (AHG) plans to build the gas production and distribution facility in Oxagon’s industrial quarter, and eyes starting early operations in late 2026. The phased development will see ground broken in February next year, with subsequent phases due to start in 2028. AHG has not announced the plant’s planned capacity or output. Under the framework agreement, Uniper has secured the rights to use Thyssenkrupp Uhde’s cracker technology, enabling it to move quickly once it decides to build the plants. Uniper is currently carrying out pre-FEED work for the first commercial-scale ammonia cracker at its Wilhelmshaven site, a phase intended to firm up the design, costs and overall feasibility. While the announcement does not constitute a final investment decision (FID), the German energy firm will begin preparing more detailed plans for the project ahead of an event on 12 February 2026. The company has not disclosed how much green hydrogen and e-fuels will be produced in Oulu. Hy2Gen’s proposed plan is expected to position Oulu as the largest hub for synthetic fuel production in the Baltic Sea region based on the number of power-to-X projects being developed here. Under a new memorandum of understanding (MOU), the pair will look to integrate an Air Liquide-developed carbon capture-equipped autothermal reforming (ATR) unit with Aster’s refining and petrochemical infrastructure. Both firms said the work would support Singapore’s low-carbon hydrogen goals and its Net Zero by 2050 strategy.
