
Berlin has approved revisions to a law that will establish a legally binding demand driver for green hydrogen and hydrogen-based fuels in mobility, implementing targets under the Renewable Energy Directive III (RED III).
The revision of the GHG-Quota supported by the federal cabinet raises emissions-reduction requirements for fuel suppliers, increasing the quota from 10.6% in 2025 to 59% in 2040.
Critically for hydrogen, the reform introduces a specific requirement for fuel suppliers to use green hydrogen or other renewable fuels of non-biological origin (RFNBOs) to meet part of their compliance obligations.
