UK Ammonia Alliance calls for clean NH3 recognition and subsidies

The newly launched UK Ammonia Alliance (UKAA) released its eight recommendations in a report, where it said the UK’s existing ammonia-capable ports could make it a “global trading and bunkering hub”.

“We need coordinated action across industry and government to make the most of the UK’s innovation, expertise, and competitive advantages,” said UKAA Chair and Chief Technology Officer of AFC Energy, Dr Mike Rendall.

Currently, the UK does not recognise imported low-carbon ammonia within its national hydrogen strategy, meaning it is not eligible for subsidies or support, reflecting the government’s focus on “home-grown” energy.

Additionally, the compound is not classed as a fuel in the UK, due to its historic use as a feedstock in fertilisers and chemicals.

However, when produced with carbon technology or with green hydrogen, it is also being viewed as an energy carrier and a fuel.

In its report, UKAA said the energy department should include low-carbon ammonia in its updated hydrogen strategy, adopt a low-carbon ammonia production target, extend hydrogen funding mechanisms to carriers and derivatives, and recognise it as a fuel.

It also called for the government to “take action” to support the UK in becoming a trading hub by assessing the case for a strategic national ammonia reserve, engaging with distributors, fast-tracking permitting for demonstration projects, and mapping key infrastructure.

The report comes as the UK government is due to release an updated national hydrogen strategy, tipped as a pragmatic reset focused on delivery.

UK energy minister Michael Shanks welcomed the report, saying low-carbon ammonia could help decarbonise heavy industry and unlock economic growth.

“We will continue to work with industry to assess the benefits and opportunities of low-carbon ammonia,” he said.

In October, a group of trade bodies across hydrogen, ports, and maritime called for similar recognition.
