The German energy major said the application for its Humber H2ub project submitted to North Lincolnshire Council included an Environmental Impact Assessment, and followed its own public consultation programme.
It is due to be built at Uniper’s existing Killingholme site and supply hydrogen to Phillips 66’s Humber Refinery to replace fuel gas in heaters.
Uniper selected ITM Power’s electrolysers for the project.
During the planning process, public comments will be able to be submitted, with the Council due to undertake its own consultation.
The project was shortlisted by the UK government for funding under the second Hydrogen Allocation Round (HAR2), which would issue revenue support through 15-year contracts-for-difference style contracts.
The company expects to take the final investment decision on the project in 2026 before starting operations in 2029.
“This is an important next step towards getting the necessary permission to construct this facility at our Killingholme site,” said Uniper’s UK Team Leader for Business Development Hydrogen, Guy Philips.
